Following the information-theoretic tradition of seeking understanding, this talk will share our three-part approach to shedding light on this phenomenon.
First, following the tradition of such distilled toy models like the BSC and AWGN channels, the Gaussian source, or scalar linear control systems, we zoom in on the classical linear regression problem in the underdetermined setting with more parameters than training data.
Here, the solutions that minimize training error interpolate the data, including noise. Second, following the tradition of converse bounds, we give a genie-aided bound on how well such interpolative solutions can generalize to fresh test data, and show that this bound generically decays to zero with the number of extra features, thus characterizing an explicit benefit of overparameterization.
Third, we talk about what it takes to achieve such harmless interpolation in appropriately overparameterized limits. For appropriately sparse linear models, we provide a hybrid interpolating scheme combining classical sparse recovery schemes with harmless noise-fitting to achieve generalization error close to the bound on interpolative solutions.
Along the way, we call out certain key concepts that we call "signal bleed" and "crab-pot regularization" that help us understand what is required to achieve harmless interpolation in general.
Here we also briefly address the complexity and performance characteristics of SC decoding and turn to its polarization properties.
In the upgrading process, two ordered vectors that have angles a and b produce a unit vector that has a smaller angle arcsin sin a sin b. Similarly, a pairwise degrading of two BSC channels yields a unit vector with a larger angle arccos cos a cos b.
We study the properties of the angles a i and estimate how they change in the upgrading-degrading process. In particular, any two input angles produce two output angles that have a larger mutual separation. We also study some other quantities associated with pairwise angle transformations. This vision entails large networks with dynamic connectivity, ad hoc formation and heterogeneous nodes. Central to be able to integrate all our lives to this massive virtual domain is security and privacy of the information that flows through it.
Current wireless systems have security of information as an add-on to current design, and rely on application layer protocols, which have worked well for the scale and the resources of the systems to date.
Going forward however, with massive scale formation of networks of asymmetric resources, these protocols involving key exchanges and shared randomness for security may prove to be less than practical. Securing information at the foundation of system design can alleviate these issues by replacing or strengthening the present cryptographic solutions.
This foundational design approach brings us to information theoretic security for the all-connected world. In this talk, we will provide an overview of this approach that relies on local randomness and produces information theoretic security guarantees, e. We will review the insights that have emerged when information security is included as a design primitive and provide the state of the art directions towards realizing the potential of this approach. We will also introduce models where this approach can be integrated with encryption for nodes with local memory storage.

She is particularly interested in the analysis of admixed populations, RNA-sequencing data, and genetics of gene expression. In addition to methods development, Dr. Li is also interested in collaborating with researchers seeking to identify complex disease susceptibility genes. Her collaborative research includes studies of the genetics of cardiometabolic diseases and eye diseases.

BioinformaticsInternational relations scholars from across the University California met on February 28,at the 5th annual University of California Conference on International Cooperation. Hosted by UC Riverside, participants discussed pressing global challenges that require global solutions, including deadlocked global trade negotiations, nuclear proliferation, and waning support for global governance structures.
Such challenges underscore the importance of global cooperation and diplomacy in a highly interconnected world, characterized by a constant flow of goods, services, capital, people, and ideas.
With a focus on research as well as its implications for policy, conference participants discussed the power of international financial institutions and private financiers, the impact of domestic politics on international trade policymaking, the challenges of a multipolar nuclear world, public support for globalization, and the role of media in global conflict. Conversations addressed history as well as current trends in global politics.
Several papers investigated shifts and variation in public perceptions of trade policy and international economic institutions. Julia Morse UC Santa Barbara and Tyler Pratt Yale opened the conference by discussing the sophisticated ways in which countries protect their reputations and credibility when they are accused of wrongdoing abroad.
Applying a framework from the field of public administration, the paper assessed how various forms of governmental contestation influence the way that domestic audiences perceive violations of international law. They argued that the American public may see trade more favorably if it is facilitated by an international organization. Specifically, Brutger finds that Republican voters are more likely to support a trade agreement if the U. They questioned if a perceived rivalry with China makes Americans less likely to support trade with China, with allies, and with the world more generally.
Several papers addressed another changing aspect of the global economy: financial globalization. Today, national economies are large and the International Monetary Fund IMF can no longer reliably stabilize all countries during a crisis on its own. Coordinated sovereign lending has emerged. Erin Lockwood UC Irvine presented a paper that investigated the non-material forms of power associated with financial authority.
To assess the power associated with financial authority, Lockwood argued, it is important to pursue empirical research that investigates the practices of authorities—particularly in their response to crises.
Puzzles associated with conflict and security were also a major focus of several papers. Using game theory, O'Neill discussed how we might clarify the logic of the SIP, and thereby create a bridge for academics to help policymakers navigate the paradox. Andrew Shaver UC Merced closed the workshop with a paper that investigated media bias in the reporting of political violence.
